P&Z approves subdivision, FBC expansion
During its regular July 05, 2017 meeting, the Forney Planning & Zoning Commission met and (this is the preliminary report, subject to change):
- Appoint Mr. Wilcoxson as Chairperson and Justin Bowen as Vice-Chairperson.
- Approved a final plat for Eagle Ridge, Phase 3, a residential subdivision located south of Ridgecrest Road and east Wolf Drive in the City of Forney, Texas.
Mr. Morgan briefed the commission, this will include a major extension to Longhorn which will extend to Ridgecrest.
There was lengthy discussion about the width of the road and the right-of-way, and how the intersection at Ridgecrest would be built.
- Approved on 4-3 vote a preliminary plat for Forney Ranch, a residential subdivision located west of Clements Drive and south of Lake Ray Hubbard Drive in the City of Forney ETJ.
There was discussion about the traffic impact and whether the property could more closely conform to city standards, or be annexed.
- Approved a preliminary plat for Lot 1 Block 1, First Baptist Church of Forney Texas Addition, located north of F.M. 741 and east of Holly Leaf Trail in the City of Forney, Texas.
Mr. Petroski briefed the board, main struct expands from 98k to 152k sq. ft.
- Approved a final plat for Lot 1 Block 1, First Baptist Church of Forney Texas Addition, located north of F.M. 741 and east of Holly Leaf Trail in the City of Forney, Texas.
- Approved a site plan for First Baptist Forney, located north of F.M. 741 and east of Holly Leaf Trail in the City of Forney, Texas.
- Approved a final plat for the Whaley Drive right-of-way, located south of F.M. 548, between Reeder Lane and North Gateway Blvd. in the City of Forney, Texas.
Mr. Morgan said this will provide access to the new fire station. There was discussion about the ROW width, and residential density.
- Approved a preliminary plat for Windmill Farms Phase 4A & 4B, a residential subdivision located south of Falcon Way, between Irongate Boulevard and Windmill Farms Boulevard in the City of Forney ETJ.
Mr. Morgan mentioned the development agreement with Windmill Farms, this plat meets those requirements. There was discussion about street widths and intersections.
- Held Public Hearings regarding:
- Approved a request for approval of a Conditional Use Permit for an Adult Day Care to operate at 700 West Broad Street, Forney, Texas. The property has been previously used as a Child Care Facility.
Katherine Coffman addressed the board, stating she found out she wasn't on the board when she arrived for the meeting tonight. She is in favor of this CUP.
- Did not consider a request for approval of an amendment to the Park Trails Planned Development Ordinance No. 1082, by amending the Planned Development Conditions and the Concept Plan to allow for the development of an Amenity Center.
Mr. Morgan stated the item had been removed for consideration.

- Mr. Thatcher spoke about the citys' interactions with MUD, SUDs and developer agreements, and the Windmill Farms agreement was originally for 15 years, but it has two almost-automatic 5-year extension options.
